We study the effectiveness of a novel measure to reduce gender gaps in political empowerment: double preference voting conditioned on gender, coupled with gender quotas on candidate lists. This policy was introduced in 2013 in Italian local elections. Using a regression discontinuity design, we find that the share of female councilors rises by 18 percentage points. The result is mainly driven by an increase in preference votes cast for female candidates. We also find evidence of changes in the expenditure allocation in municipalities subject to the policy.

She is Associate Professor of Public Economics at Bocconi University and Director of the Welfare State and Taxation Unit at the Dondena Research Center on Social Dynamics and Public Policy. She is Research Fellow at CESifo Munich, member of the Scientific Advisory Council of the Ifo Institute, research fellow at Centro Studi Luca D’Agliano Milan and Associated Expert of ENEGE, the European Network of Experts on Gender Equality. She is also a member of the Gender Committee of the Italian Economic Association. Her current research interests and projects fall in four broad areas: Gender gaps; Migration policy; Public policy, parental time allocation and intergenerational transmission of skills; tax structure and the macroeconomy.
